According to Ranorex support staff the current state of the product license manger is as below.
I would like to propose a setting in studio and in the agent by where the locking of a floating license can be modified per system to where only when a test is running does a key get reserved.
At this time I have agents sitting idle yet they are using up one of my keys. This has caused me to run into a false error state of no more keys available when in fact nothing is actually running.
If we had this switch then studio/agents could have a timeout/retry value put in place so that a test could be queued up to run when a key becomes available.
If this feature is added as a configurable setting then for instances where you need 100% reservation of a key, only those machines would behave in that way until the key pool is exhausted.

If Studio or another Ranorex tool like Spy or Agent are open, they will consume a license key. Studio requires a premium license to be used, which is the reason it consumes a key when opened. The same goes for Spy. The Agent on the other hand can work with a runtime or premium license because its job is just to execute tests, not develop them. Agent consumes a key so that it can be ready to execute a test as soon as a job is assigned. There are pros and cons to each approach with the Agent. If the Agent only leased a license key when you wanted to start a job, it is possible that there would be no licenses available which would cause Agent to not run the test.
When it comes to idle time, the entire user session must be considered idle for a license release. Please see below for more clarification:

Although this idea is already declined, I wanted to inform you about an important change. We are planning to remove the license consumption for agents with the next Release. This means, that only the text execution will consume a license, but the Ranorex Agent won’t.
